(a)   The incorporation of the fire department as the firemen’s relief association is hereby approved. The firemen’s relief association may adopt such constitution and bylaws as it may deem best, the same being at all times subordinate to the ordinances of the city, and the laws of the state relating thereto.

(b)   All moneys received by or for the benefit of the firemen’s relief association shall be paid to the treasurer of the firemen’s relief association and shall be set apart and used solely and entirely as provided in K.S.A. 40-1707 and amendments thereto. Such funds are to be paid out and distributed by the firemen’s relief association, through its duly authorized officers.
