It shall be unlawful for any person to engage in the business of, or to accept any consideration directly or indirectly for, or in connection with, the foretelling of, or pretending to foretell, future events, or the communication, or pretext thereof, with the spirits of the deceased, in any manner, or by any means, without first obtaining a license.

To obtain a license as provided by section 5-601, the applicant must file with the city clerk an application and file the same in handwriting which gives the following information:

(a)   Name and date of birth;

(b)   Address, temporary or permanent residences;

(c)   All previous addresses, both personal and business for the past ten years;

(d)   Licenses of any vehicles owned by the applicant;

(e)   Applicant must furnish photographs and fingerprints of himself and of any persons who will assist in the business;

(f)    A description of the arts to be practiced and any devices to be used, together with documentary and scientific proof that applicant can do what the applicant claims in the application, and that he will not defraud any persons;

(g)   Bond, the application will be accompanied by a surety bond in the sum established in the city’s fee resolution signed by the applicant and one or more sufficient sureties, to be approved by the governing body, conditioned upon the applicant not defrauding or otherwise damaging any person through practice of the business; and

(h)   Furnish ten character references, five of which must be residents of the city.
